Tana River Senator Danson Mungatana has filed a censure motion against Deputy President Rigathi Gachagua signaling the first steps towards his (DP) ouster as his war with President Ruto turns nasty.
In the Censure Motion filed this morning, Mungatana raises several issues alleging that DP Gachagua conduct, and behavior has gone against the Leadership and Integrity Act.
He notes that the holder of the office of the Deputy President is the principal assistant of the President making the Office a symbol of national unity whose holder must at all times respect, uphold and safeguard the Constitution, promote and enhance unity of the nation and promote respect for the diversity of the people and the communities of Kenya.
Mungatana says that on several occasions since the assumption to the Office of the Deputy President, has made utterances, among others, regarding employment opportunities to Kenyans in the public service, allocation of resources to the devolved units, and incitement of a section of Kenyans to disobey lawful directives by some county governments.
He said the utterances made by DP Gachagua have marginalised sections of the Kenyans, created and continues to heighten tension among different ethnic communities in Kenya.
Mungatana says those utterances portrays the conduct of the DP as being in contravention of the provisions of Article 75 of the Constitution, are against the national values and principals of governance as espoused in Article 10(2) of the Constitution and demean the office of the Deputy President of the Republic.
“Therefore, the Senate, pursuant to Standing Order 10(1), expresses its displeasure and disappointment with the conduct of Hon Gachagua, as the Deputy President of Kenya and censures him,” concludes Mungatana.
The censure motion is seen as the first deliberate plan to start the much talked about impeachment plan to remove DP Gachagua from office and replace him with Cabinet Secretary for Interior Prof Kithure Kindiki who has already been declared as the Mt Kenya kingpin by a cross section of the MPs from the region.
On Sunday, DP Rigathi asked President Ruto to protect him from the impeachment saying that he (President) had promised never to allow his deputy to be humiliated. He asked him to keep the promise so that he can regain the trust of the Kenyan people.
